Unlikely: Most cycles of 28 days occur when ovulation is on day 14. Though it is possible to ovulate (and have menses) early, the most likely explanation is a false positive test and the spotting on day 17 may be a sign of current ovulation---in which case menses will occur around day 31. That variation is not a medical problem.
