Depends.: If this surgery was recent, the skin nerves may well recover along with sensation over several months. Birthmark removal usually involves only the skin, so this numbness should be temporary. If it persists, see your surgeon.

Depends on depth: The location and depth of the birthmark as well as the surgical techniques used to remove the lesion need clarification. It is not unusual to lose some sensation in and around the scar. However regional numbness may indicate temporary or permanent compromise of the nerve supplying the region, in many instances sensation will improve over a 1-2 year period and sometimes sooner. Follow up w/ surgeon.
