Cool compresses!: Wash cloth with cool water and hold on the closed eyes. You can also use a preservative free artificial tear drop every couple hours. Otherwise see your pediatrician.

Could be allergy..: Most of the time eye itchiness signifies allergy in the eye. You can first try cool compresses and artificial tears to wash the allergens out. If that doesn't do the trick, over-the-counter drops like alaway and zaditor (ketotifen) can help (but check with a pediatrician for a 1-1/2 year old).
