Thoracic Outlet: While these symptoms could certainly be a normal finding, if their severity is worse enough it maybe related to an artery/nerve issue in the shoulder region. Thoracic outlet syndrome is a condition that can cause numbness/tinging sensations as well as poor blood flow into an arm/hand. A vascular surgeon may be able to help address this better. I hope this helps.
