Certainly it can: If a person is totally unhappy with their environment, or live there in fear or under any significant stress physically, emotionally or financially that pressure can lead to anxiety. It would be wise under those circumstances to identify those stresses so a plan for reducing them can be made. One other possibility is when there is some type of pollutant that causes an allergic response & anxiety.

Sure: Most behavioral issues are the result of a combination of your underlying genetic predisposition & the interaction with the environment. Some environments are a lot more anxiety producing than others.
