Probably Not.: Repair of the hymen tissue will simply bring back the edges of the disrupted tissue to one another. Therefore i would not “guarantee tightness". Discuss your questions/concerns with your plastic surgeon. Make sure that you are not referring to vaginal tightness which will not change with surgery done to reapproximate hymen tissue.

What for?: Only indication for such a procedure would be to convince an unsuspecting man that you are still a virgin. Unless you &/or partner feel perverse need for sensation of deflowering. Non-absorbable sutures, if used, would need to be removed ughh. Sutured hymenal edges would also have significant tendency to separate when absorbable sutures dissolve. Or do u mean vaginal tightening surgery?
