Not necessarily: Clicking of the thumb can indicate an early tendonitis which might turn into a trigger thumb in which the thumb actually locks. I wouldn't worry as long as there is no pain or catching with the click. If there is pain, splinting the thumb as well as taking nsaid's may help. Sometimes a steroid injection might be necessary as well.
