Elbow Bursitis: Fluid at the tip of the elbow is called olecranon bursitis. It can occur after a direct blow, but it also can occur in people who do a lot of desk work. If you continually rub your elbow on a desk it can occur. If the fluid persists for more then a week i would see an orthopedist. It may need to be drained. If it starts getting red then you need to go right away as it may become infected.
