Not a disease: Encephalopathy is term to describe diffuse brain dysfunction of any etiology, and indeed is found quite frequently. The goal is to uncover cause, as treatment then becomes viable.

Description: Static=doesn't change; encephalopathy= a problem that affects the ability of the brain to function This is a description not a disease. It is commonly used to describe the injury that causes cerebral palsy. It can also also be applied to a brain injury from trauma (car crash, fight, fall,etc.) or residual injury from an infection like meningitis.
