"Smurf blue"?: If truly blue, could be from contact with colloidal silver--as is sometimes found impregnated in dressings or in ssd cream--if they were used over an area of raw/open skin, could absorb locally and permanently discolor skin. Otherwise, sounds like a vascular issue, and should see a vascular surgeon for evaluation.
