Sounds like: Sounds more like a hemorrhoid than an ulcer. Ulcers usually don't give you bright red bleeding that you notice and are not just confined to bleeding with bowel movements. That's moe common with hemorrhoids. Increase your daily intake of water a whole lot!

Depends on details: Getting clear on what'd causing bloody poop takes a lot of questions, such as...Is there pain with a bowel movement and where...Is there blood even when there is not poop...Has your poop been black and tarry...And so on. As long as the bleeding is not heavy, such that it's sudden and strong and persistent or associated with dizziness or chest pain, you can wait, but worth seeing your doctor.
