Infant blister: Infants require their mouth to be cleaned daily just like toddlers and adults. You should use a clean soft damp rag to wipe the tongue , cheeks and gums of the baby. If this does not clear it up, the infant my have thrush and further medical treatment may be in order.

Depends: Kids will be kids, and a single, transient blister that is not seeming to "bother" him should not be a reason to worry; however, monitor it. If it grows, persists, or additional blisters form, that changes things and it will be time for a dental visit for a clinical diagnosis.
