Probably normal.: The arteries in your neck should have a pulse. The veins may or may not have a pulse depending upon underlying conditions. In general both sides of the neck should look the same. If you have any concerns you can see your doc to take a look.

Possibly: Aneurysms can be present or it may simply reflect normal aging of the vessel. Get it evaluated.

Carotid arteries R: Located on either side of the neck & a pulse can normally be felt there. If artery is bulging or pulsating significantly more strongly on right, may b that left side is partially blocked. Doc can listen to neck arteries for sounds suggesting blockage & can order carotid ultrasound to further check them out for blockage or other abnormalities.
