Need more info: It's difficult to answer given the limited info. What makes the vibrating worse? Breathing? Coughing? What makes is better? Does it transiently clear with a deep cough? Is there any pain related to it and if so, what kind (burning, dull, aching, etc.). What other medical problems do you have? Answer these and i'll try to help.

Need an exam: I think you probably should see your doctor for a more thorough history & an exam to sort this out. Considerations would include an airway issue (ex asthma, bronchospasm, a foreign body--could you have inhaled anything?, others). I don't think normal breast tissue could emit a vibrating sensation.
