No: Herpetic lesions are not likely to be limited to just under the tongue. Ulcers are generally self limiting and will resolve within 2 weeks. If they persist, or become too painful to function normally you can see a dentist to help evaluate and treat. They can have various causes. Of course the best way to know for sure is to simply go see a dentist for an exam. Best of luck, hope it's not too bad.
