Find a neurosurgeon: Since you are in the boston area i suggest you see dr. Larry borges at mgh. (http://www.Massgeneral.Org/neurosurgery/doctors/doctor.Aspx?Id=16576) he has expertise and interest in these problems.

Chiari malformation: A chiari malformation and a vertebral artery compression are two different issues. The key question would be if the 15% compression is causing symptoms related to the compression. With a 15% compression that would be unlikely but if symptomatic then i would encourage you to seek out a formal neurological workup.
