Yes: Your breasts are responding to an increase in the hormone Progesterone which occurs after you ovulate. If you are not pregnant the levels drop shortly before you have your period and the tenderness goes away. If you were pregnant the levels wouldn't drop, you wouldn't have your period, and breast tenderness is a common symptom early in pregnancy.
