Need diuretic: Lisinopril is an ace inhibitor. It will lower your blood pressure by preventing angiotensin 2 associated vasoconstriction of your blood vessels. It will not help with swelling. Treatments for swelling are aggressive sodium restriction (less than 2 grams) and diuretics. The sodium restriction cannot be emphasized enough. You are already taking hctz (hydrochlorothiazide). Consider converting to furosemide.

Nope: Lisinopril is a key portion of a heart failure regimen, but does not directly influence fluid gain or loss. It has long term effects too complicated for a 400 char answer, but the short term effect is to alter the pressure physics in the body to enable your diuretic (usually furosemide/lasix, or torsemide, bumetanide, demadex, bumex) to better eliminate fluids.
