I am a 20 year old female with a thyroid stimulating immunoglobin of 19 is that normal?

No, but: It's high, but of no real significance unless you develop hyperthyroidism (graves' disease) which you may be immunologically prone to develop. Until then, there's nothing you can to to help, treat or prevent. Why did they draw that test unless you're having a thyroid problem.
