Same as the scalp: You can use dandruff shampoos on the eyebrows in the same way you treat the scalp- letting the topical sit for 5 minutes (unless it burns) then washing it off.

Vaseline: Try vaseline or moisturizers first. Then try otc 0.5 % Hydrocortisone cream. Then go to derm.
