Go see a doctor: Any bump that does not settle down in a couple of weeks and is hurting requires examination by a physician in order to find out what it is and treat it accordingly.

Could be a cyst: A bump on a toe could be a ganglion or inclusion cyst. It could also be a bone spur (arthritis). Lastly, it could be a callus or a wart. See a podiatrist for a proper examination, diagnosis, and treatment.

Hammertoe pain: It sounds like you are suffering from a hammertoe. This is when the toe is not straight and the top if the toe is prominent. Many times a painful corn ( hard skin) firms on the top of the toe. The toe can be injected with very little pain using cortisone. You will have immediate relief of pain. Wearing shoes with a wider toe box helps but surgical straightening if the toe will fix it !
