Is it a good practice to instill normal saline imto the trachea immediately after a tobramycin nebulizer treatment to rinse the trachea?

No: Although i'm not a pulmonary md, i suspect the concentration of tobramycin in the ampules is determined with the belief that that is the ideal concentration, without having to water it down afterwards.
