Adaptation: It takes a minute for your pup to adjust and your eye to adapt to changes in light. If this problem is still there after adaptation (a few minutes) it can be due to other problems. A small cataract in the center if your vision, for instance, will seem worse in bright light.

Pupillary changes: If you are fixated on the computer screen, which is bright, your pupils are likely constricted more. This allows your to read the screen. Additionally, your lens changes shape for near focus, called accommodation. The distant objects, when your eye is in this state, will appear blurrier.
