Yes: If you tried to build a house but bought no wood, would it be a problem? Yes, of course without ready availability of the construction materials for bones (calcium) you will not reach optimal height. Calcium is found elsewhere in diet, so you will grow, just not necessarily to what you might have, unless actively seeking out calcium foods when young.

Maybe: Many cultures do not consume any milk after weaning in infancy.When a person is able to acquire the calcium, fat and protein that milk provides through other dietary sources it is unnecessary. If not, poor growth could be an issue.
