Definitely: As long as your surgeon positions your toe with enough motion to spring forward, running is not a problem. Your heel height may need to fall under an inch and a half.

Maybe: It depends on whether you are talking about fusing the toe (interphalangeal) joint or the joint where the toe meets the metatarsal bone (metatarsophalangeal). The former shouldn't affect activity or shoe wear. If the later joint is fused, you'll be able to run but wearing heels will depend on what angle the toe is fused. A higher angle will allow heels but the toe will stick up in the air in flats.
