Breast tissue: You, most likely, have extra breast tissue in your armpits. Most women have some, but having "too much" is often seen too. The surgery to remove it would be done by a plastic surgeon usually. All surgeries are quite expensive, with the hospital, and doctor fees. You're 25 - can you get on your parents insurance (allowed to age 26 now)? If not, talk to a local free health clinic for options.

Tough problem.: It's likely that even if you had health insurance, removal of excess tissue under the arms would be seen as "elective" or "cosmetic, " meaning that you don't have to have it removed. So it really might be an out-of-pocket expense to you. There are some plastic surgeons who work on a sliding scale, or offer a payment plan to spread the cost out over a longer period of time. Lose weight if you need.
