Cyst: It could be a sebaceous cyst or epidermal inclusion cyst. This normally needs to be removed by surgical excision. It can also be treated with incision and drainage or a steroid injection can be used to shrink the cyst (but it can keep recurring). Surgical excision would be definitive.

Infection : Folliculitis, a furuncle, or hidradenitis suppurativa are all infections that can cause these symptoms. They can be treated with a combination of oral antibiotics and incision and drainage if necessary. Consult a dermatologist to evaluate and treat this.
