Old ankle injury: Most likely reason is tendinopathy as old fracture can lead to ligamentous laxity or long standing inflammation which heals over time but leaves behind tendinopathy which acts up with activity and weight bearing.

Chronic Ankle Pain: Broken or sprained ankles can continue to be bothersome for a while. Swelling and discomfort can continue especially with weight bearing activities. I would see your orthopedic surgeon or physiatrist and have it evaluated. They need to make sure the fracture has healed. Therapy may be helpful. A condition called rsd or crps can complicate ankle fractures as well.
