Probably too many: 18 steroid shots for one area, especially in a limited time frame, is likely too much. The steroid can help, but can also lead to soft tissue damage. You are simply masking an underlying injury, and the shots are likely making any surgery more difficult, as the soft tissues (muscle/tendon/etc) are going to be weaker for any repair that might be needed.

Way too many: That many injections is far beyond appropriate therapy and can cause damage. See a shoulder specialist. Has an MRI been done?
