Yes, as tolerated.: Plank exercises generally are not weight-bearing as far as the knees are concerned. And, there is a certain amount of quad muscle strenthening (among others) that results from this exercise. So, they should be safe with knee problems. But, like any exercise, if pain is a problem for whatever reason, then you may have to back off.
