Visit your Dentist: There are many things this could be but the most likely is a candidias infection - also known as thrush. While generaly there will be a white coating over it, it can appear red especially at first. Since it has been there for several weeks the only way to know is to have it looked at.

Need evaluation: With your description of the pain and location, it would be important to see a dentist or physician for an evaluation to identify the cause. Once identified, the proper treatment can be done to address the pain. It could be fungal/bacterial in nature, or autoimmune, or even neurologic, its difficult to say with little information. Do you have any particular oral habits that may be contributing?
