Nope: For several reasons (height and puberty among others) he's absolutely not a candidate for growth hormone.

No: Growth hormone is not indicated in late puberty and almost always ineffective.

Only if deficient: Growth hormone (which is a daily injection) will only be helpful if he has growth hormone deficiency. And even then he would probably only gain another inch or so.
