Maybe: For many women, around the time of ovulation, cervical mucus is clear, copious and runny. Around 50% of women notice this cervical musuc discharge around mid-cycle at ovulation. If you don't notice it it does not mean you are ovulating. With a negative opk, your timing may be off a little and/or you did not ovulate that cycle. Remember, although helpful, OPK are not 100% accurate.
