Forced air heating: Low humidity from forced air heat is the most likely cause. There are also rare disease that can cause this. Try using a moisurinzing hand lotion a few times a day and especially at bedtime. As spring arrives and the heat is turned off, you may get all better (till next winter).

Parkinsons tremors: There are many causes of trembling, including simple anxiety. Parkinson's disease has a very characteristic tremor that occurs at rest, but goes away when you start moving. The tremor is called "pill rolling" because it usually involves rhythmic movements of the thumb and index finger (and wrist). Other symptoms include stiffness or rigidity, and difficulty to start moving or stop once underway.

Overuse-related: Most likely you have developed carpal tunnel syndrome secondary to repetitive and forceful gripping over the years. Usually this is accompanied by pain and/or numbness in the hand and fingers. If only cramps occur, without sensory changes then another condition may be present such as muscle disease, metabolic abnormalities, or very rarely, segmental dystonias like writer's cramp.

Often normal: In my experience, when people are completely relaxed, they can often feel the tiny pulsations
in their fingertips. Is this what you mean?
If it's stronger than a gentle pulsation, you should ask your doctor to examine you.

There : There are some things such as Marfan's that is associated with long fingers, if so there is a need for an evacuation by his pcp . Some have only a few traits and do not have a disorder.
