Yes: The hpv vaccine just like other vaccines, confer protection within 2 weeks of the first dose in majority of people. However, it only protects against the strain 6, 11, 16, 18 -those that are closely linked to cervical cancer. It does not protect against garden variety strains (those other numbers) which means you can still get his genital warts. Do you really want to share those with him?

Yes: It may take all of the boosters , the last at 6 months after the 1st, to maximize the immune response. And yes a condom is still the best protection, if intercourse is going to happen.
