Normal stage : It is a normal stage in the development of a cild. By the age of 3 the child should begin to separate much easie . From your question it has probably started in your child bye fear of strangers usually begins about 9 months of age. This separation anxiety is normal so don't worry. All normal children go through it an come out of it being confident children.

Variable: It can begin as early as ~6m in females & ~9m in males, begins to fade some around 18-24m but persists to some degree until 3-4 yrs. I find it an elegant predictor of good thinking ability in kids (they are thinking to do this) & I am always happy when i see it emerge, even though it complicates an exam. Ignore it, it does not reflect bad parenting or day care.
