If it worsens with: Walking, like u walk a block, legs hurt, it could be from decreased blood flow from atherosclerosis. If both sided, in the muscle, occurring at rest, it may be arthritic, though that's generally in the joints. If carrying too much weight, it can make a difference. If no reason found and not controlled, u may benefit from med that decreases ascending pain signals, Cymbalta (duloxetine) may be good choice.
