Congested prostate: Urethral strictures usually cause decreased flow, not usually painful unless associated with uti. I don't know how you can tell you have a congested prostate without symptoms. Weak stream and seminal fluid drainage during bowell movements can occur specially with constipation or severe straining with bm's. Voiding dysfunction can occur at times but more specific diagnosis will require an exam.
