Yes: If you simply broke a blood vessel on the white part of your eye( you should have no discomfort or change in vision), it is safe to fly and it will have resolved by the time you are having your surgery.

Probably: The most common problem like this is when a blood vessel rupture is under the conjunctiva which is the clear covering over the white part of the eye. You should probably have your eyes checked by an eye doctor to be certain there is not another problem within the eye. If the eye is otherwise okay then you should be safe to fly and have surgery.

Blepharoplasty: Why not ask the doctor with whom you have scheduled the surgery? You are concerned about flying with a ruptured blood vessel, how will you fly after surgery? If you have any post-operative problems, who will help?
