Foot drop: I would have to give you a through neurological examination to give you a correct diagnosis . Do you have any low back pain or previous injuries? What you describe is rare but i see this in my peripheral nerve practice commonly.

See a doc: Indeed it sounds like a foot drop, the question is why? Treatments consist of bracing, or possible surgery if a nerve is being impinged on that could possibly reverse the drop foot.
