Exam: She needs a doctor's exam and laboratory testing to identify the problem. It could be a protein deficiency, from diabetic kidney disease, or a heart problem. She needs her kidney functions checked and heart & lungs examined. My best wishes.

Further workup: The swelling may be due to a heart condition, lung condition, liver disease or kidney disease as well as many other possibilities. Blood work can help narrow down the possibilities. You must determine the cause to be able to attempt to stop or lessen the swelling. A good thorough full body work-up is needed.
