Neuropathy?: Pain that is worse at night, while lying down, or burning in quality is most likely to be neuropathy. Diabetes is one of many potential causes of neuropathy. Sometimes, neuropathy can be present before sugars are abnormal enough to diagnose diabetes. Probably best to see your doctor for further evaluation, ask if you have pre-diabetes, and consider referral to a neurologist.

Could be...: Foot pain could result from different reasons, of which may include: trauma (fracture, tendon or ligamentous tear, arthritis), infection, metabolic conditions (gout) musculoskeletal or biomechanical abnormality, or neurologic conditions (neuropathy). A thorough history and physical exam and possibly laboratory and radiology exams could determine the cause. If symptoms persist get it evaluated.

Foot pain: Some of the most common causes of pain in the feet when laying down are #1 poor circulation #2 neuropathy and #3 pinched nerves in the back. I would recommend he be seen by a foot specialist orthopedic physician to make sure her circulation and sensation to the feet is adequate.
