Cysts on labia: Can get infected and need to be seen by someone that can determine need for culture, antibiotics or incision and drainage. It is very, very unlikely to be cancer.

Hard to tell: Without an exam it is hard to tell what it is. Given your age, a cancer is unlikely, but you need to see your doctor for an exam. It may be a cyst or early abscess...
