What would cause my lungs to have the urge to always inhale deeply and not be able to exhale fully. like there is a pressure forcing them to inhale.

Could be anxiety: You should see a doctor to make sure you don't have any cardiopulmonary disease. However, if you are otherwise healthy, this symptom often indicates anxiety.

Airway disease: You could have symptoms of obstructive lung disease/ reactive airway disease. E.G. Asthma, bronchitis. Have a spirometry done in your dr's office to check these out. Take care.
