Possibly: Usually lactose intolerance presents with abdominal bloating, pain, cramps and diarrhea in addition to gas but a mild case could present with just gas.

Potentially: About 65% of the world's population is lactose intolerant. So depending on your family background you may have a very high likelihood of being lactose intolerance. Gas after drinking milk is a very common sign.

Yes. but not permane: Other symptoms, other than gas, include loose stools to diarrhea, and abdominal cramps. To some, these are more the issue than gas, especially if you work in a hermetically sealed office cubicle.

Water is fine: Lactose intolerance is a deficiency in the intestines of lactase the enzyme that digests milk's sugar (lactose). Water does not contain lactose therefore not a problem.
