Lactose: That is what lactose intolerance is. It is caused by an insufficiency of the lactase enzyme in the intestine. Milk can be purchased that is lactose free or can be treated with enzymes to break down the lactose sugar. Aged cheeses and yogurt are better tolerated than milk by people with lactose intolerance. The fat content does not significantly affect lactose, skim is not better than regular milk.

No: Many with this defect learn to avoid lactose while growing up, because it makes them cramp. They can sometimes consume a minor amount without symptoms. However, when they drink a full glass of milk it would set off the expected pattern of problems.
