Safe: Facet injections are generally very safe with minimal risks is bleeding or infection. Additionally they can be diagnostic and therapeutic for the source of your back pain.

It has a low risk : Profile but at your age i would be recommending exhausting all non invasive measures such as: regular exercise and physical therapy, weight control and avoidance of smoking along with medications such as non steroidal anti inflammatories if no medical reasons not to use. If no better, then at least further imaging in terms of a MRI &/or ct for further evaluation.
