Cost-effective: The hcv RNA test is more expensive, so not good for the initial screening. The hepatitis c antibody test is cheap, so you can test a large population of people. If the antibody is positive, then those people need a viral load test (hcv rna) to see if they actually have active infection. Some people with antibodies spontaneously clear the hcv, so it is important to get both if the antibody is +.
