Knee Locking: Concern is that you have a meniscal tear. Also could represent a loose body or osteochondritis dessicans. Would have it looked into very soon.

Meniscus tear : Meniscus tears are the most common causes for knee locking. If you can wiggle or twist your knee and it unlocks, then you are probably getting the torn piece to dislodge and allowing the movement to return again. You need to see and orthopaedic surgeon, get an MRI and an exam and see if its torn. If so, this is treated with arthroscopic knee surgery as an outpatient.

Knee locking: The description of having to rotate the knee (typically gently extending the knee) speaks to a displaced bucket handle meniscal tear. Other sources of locking could be loose bony or cartilaginous bodies that may displace and float around.
