Try physiotherapy: Simple exercises, ultrasound etc by chiro is very effective. Physiotherapy is effective in shoulder pain. Get a second opinion from a physiatrist. I had similar pain x 6 months ; i had a torn supraspinatus tendon diagnosed brilliantly by a physiatrist ; opted for non surgical treatment ;80% better! referred pain must be considered.

Shoulder or neck: May need to get another opinion. Neck issues commonly referred to the shoulder. If a shoulder problem, can be a myriad of issues. Need to see an ortho who is well experienced w shoulder probs. Prob could be impingement, biceps tendonopathy, subscapularis tendonosis, subcoracoid impingment, etc. Good luck!
